Clean up

Struck an entire section full of non-encyclopaedic writing that looked entirely like editorialising and was not up to par with Wikipedia standards. I have left intact the rest of the article, despite being completely unsourced, and added the necessary citation needed tags. The article is completely lacking in substantive information on the real content of the law, which should be the primary focus, and not an afterthought compared to the unverified effects of the law outlined within.
