Ref problems

was introduced in the 2nd edit, in support of with text that has been removed at some point since.
   I also converted

# ^ Constitution of Zambia, 9.112.g

into a {{reflist}} ref. And Ha!: I had restated

The Constitution of Zambia guarantees that "The State shall take measures [re language rights]."

on the general principle that "guarantee" tends to be taken to mean "ensures", which is questionable re rights in even the most liberal of democracies, and farfetched in the 3rd world, leaving my own verb, "states", more accurate than "guarantees". Well, now it turns out that Article 112 indeed includes pt. g, providing that

The following Directive[] shall be [a] Principle[] of State Policy: ... the State shall take measures to promote the practice, enjoyment and development by any person of that person's culture, tradition, custom and language insofar as these are not inconsistent with this Constitution. [emphasis added by Jerzy]

and that Article 111 says that none of these Directives gives anyone a right that they can base a lawsuit on. I conclude that in the context of Zambian languages, mention of the Constitution, outside a verifiable account of many more practical and more directly relevant matters, is non-notable and misleading: the article can only be improved by massive qualifications and clarifications of the "guarantee" -- or by the removal that i've done.
