Currently, this page (

lists the current and past Presidents. The implication is that the Mozambique President is the Head of State, and the Prime Minister is the Head of Government.

However... the Commonwealth Secretariat Country Profile for Mozambique lists the President (currently Guebuza) as BOTH Head of State and Head of Government. The Prime Minister is appointed by the President.
