Everyone was in on the prank

In Trivia: "When Lightning asked what the Ghost Light was, every resident of the town gives him a shocked look, including Mack, who is presumably just as new to Route 66 urban myth as McQueen is."

This prank was probably planned ahead of time, so Mack would have been in on it.

Eight Minutes

Red going pee-pee?
