Official bio - chicken and egg

Until my recent copyedit, Antalya's English-language bio was identical to most of this article. The Turkish bio is identical to the Turkish wiki article. I also noticed that the Turkish bio on the city's site has a creative commons license citation in it. So there are two possibilities:

  1. The city copied the Wikipedia article, in which case the official bio is not a reliable source, OR
  2. The Wikipedia articles copied the city's bio, which is
    WP:PLAGIARISM
    .
