I've no idea who this guy is, but I've wikified the article a little. I think this needs citations for the bit about him being denied tenure. Pelago 16:34, 10 March 2006 (UTC) He's a top notch political scientist, but the article content is incorrect.[reply]

This article makes no sense. Fenno uses soak and poke but his work is essentially based on rational choice logic. He wouldn't be at Rochester if he wasn't.... This article needs a lot of work.
