Why is Route 9 a circular road?

What surprises me is that the Highways Department integrated so many unrelated expressways in the New Territories to make one giant ring road.

Shouldn't at least ONE route be considered the "interstate" route, where it is supposed to stretch all the way from Hong Kong Island to the border crossing in Lok Ma Chau, and eventually extending to, say Guangzhou?

The usage of a circular road in the New Territories just shows how narrow-minded the government is with regards to cross-border travel. (At least in my opinion.) Does anyone have any opinion of this arrangement?--
