This article has absolutely no lede. It was clearly lopped off of an article which was getting too long with little attempt to make it into a stand-alone article. This could be fixed with a solid lede summarizing the rest of the article. If anyone feels like they have a good grasp of the content, it'd be awesome if they wrote a lede.
