1889 or 1899?

Both dates are given, but I think 1899 is more likely correct, because that was when Bobrikov's tenure as governor-general started. In addition, Russian rule in Finland started after

The correct date is 1899, per Barnett (2007) p. 385, Tawaststjerna (1976) p. 219, Goss (2009) p. 251, and the Chronology of Works p. 347 that appears in Goss (1997). Thanks for double-checking!
