Is there any source for the name Tsing Yi Town?

I've heard Tsing Yi Town Centre (青衣市中心) and Tsing Yi Hui (青衣墟), never heard of Tsing Yi Town (青衣市), could anyone have any source from the government that they have named Tsing Yi as a town?

In the urban planning of Hong Kong, there are new towns (新市鎮), but the "towns" are for planning, not a administrative unit. There is NO Town Government in our "new towns".

And even more ridiculous, even if you want to argue the "new towns" in Hong Kong are "towns", Tsing Yi is not a new town itself, Tsing Yi is a part of Tsuen Wan New Town (荃灣新市鎮).
