The fourth Earl of Ilchester was Under-Secretary of State for Foreign Affairs from 1835 to 1840 in Melbourne's Whig government, but was not an MP (and did not succeed as Earl until 1858). I was under the impression that is has never been possible for a person who is not a member of parliament to hold ministerial office in the UK. Perhaps someone can shed some light on this?
