What's with the spelling "Frankfort" over Frankfurt?

Why is the subheading "at Frankfort" spelt with -fort over -furt as in: "Frankfurt"?

Why does Lyon (which is mentioned in the article) get to keep its nowadays spelling rather than the historical 'Lyons'- why the unevenness?
