Scope of the template

@WilliamJE: Re: this edit removing Pan Am Flight 816 which took place in French Polynesia.

I intended for this template to include not only

Saint Barthelemy, and French Polynesia. I also intended for it to include New Caledonia
, a sui generis collectivity.

The main reason is that the

French BEA
