Al-Shabaka's vision and principles are guided by Palestinian civil society’s 2005 call for boycott, divestment and sanctions (BDS) against Israel.[2] The organization characterizes itself as "a think tank without borders or walls," funded entirely by donations from individuals.[1] Al-Shabaka is a tax exempt 501(c)(3) Public Charity registered in the U.S. state of California under the name "The Middle East Policy Network."[3] The organization asserts that opinions expressed in its publications do not necessarily represent the views of the organization, or its advisors, members or donors, and disclaims responsibility for any positions or actions by its advisors and members.[1]

History

Al-Shabaka was founded 2010, by Nadia Hijab, Osamah Khalil, Samer Abdelnour and Grace Said.[2] Al-Shabaka’s initial policy briefs were written by policy advisors Camille Mansour, a former professor of political science at Birzeit University and founder of its law school, and Samer Abdelnour, a PhD candidate in Management at the London School of Economics.[2]

Themes

Most of the policy briefs, commentaries and roundtable discussions written by Al-Shabaka advisors and members relate to key themes[4]:

Membership

Al-Shabaka Policy advisors are a self-selecting group.[5] Any Al-Shabaka policy advisor can recommend an additional advisor to the group, giving evidence of his/her achievements and contributions. If the policy advisor group accepts the nomination, the nominee will be invited to become a policy advisor. Politicians cannot serve as policy advisors, although they may join as members. Those wishing to become members must submit an application and provide the names of two Al-Shabaka policy advisors as references.
