Construction on the M-4 highway began in 1994 with a projected length of 145 kilometres. However, by July 2008, only 68 kilometres of road was constructed.

Risan–Knež Laz - 10.5 km, 12 million euros (under construction, projected opening mid-July 2008, delayed till September/October 2008)
Knež Laz–Dragalj section - 8.5 km (opened 13 July 2008)
Dragalj–Grahovo section - 7 km, 6.4 million euros (projected opening Fall 2009)
Grahovo–Osječenica section - 8.5 km (in planning phase as of July 2008)
Osječenica–Vilusi section - 5.5 km (in planning phase as of July 2008)
Šavnik–Ivica Tunnel - 11 km (in planning phase as of July 2008)
Ivica Tunnel–Žabljak - 12,5 km (road length), 2.2 km (tunnel length); 21.8 million euros (construction began June 2008)
