Thanks for uploading this image and writing the fair use rationale. The upload menu lead me to believe the image would not be accepted under fair use, as it may still be possible to obtain a free image of her. I had reached out to the NY Senate, a flickr user with photos of her, and Chase Strangio on twitter to see of any of them would CC-license one of their photos, but I haven't heard anything back. Hopefully the copyrighted image can stay, and if it's questioned, we can say we've made reasonable efforts to obtain a free image. —
