Hello. I've reverted your addition of a rationale for use at Hubert van Es of the image File:Saigon-hubert-van-es.jpg, and removed the image from that article. It isn't necessary to display the image on the author's article in this case when the image is prominently featured elsewhere (see Fall of Saigon).
