RE: Why does one department get all the fun stuff?
The history of gun laws in the US is pretty arcane. Prior to 1934, there were no significant federal laws (plenty of state laws). The ATF was originally set up as a "sin tax" administrative group of the IRS (Tax agency of the US Treasury), because these were not taxed in the same way as other things such as income. For instance, to manufacture or sell Alcohol, Tobacco, or Firearms in the US, you have to have a tax stamp (paid) which is issued by the ATF.
If you want to buy a machine gun (i.e. an NFA weapon) you have to get permission and then pay a $200 tax (and get the stamp). ATF oversees this.
Recently, ATF was split into a tax side which stayed under the US Treasury and a law enforcement side which investigates gun crime (trafficking), arson, tobacco/alcohol smuggling and explosives crimes, and is now under the Dept of Justice, FBI wing. Izaakb 18:54, 16 November 2006 (UTC)

Invitation to an in-person meetup in Mohua / Golden Bay
Thinking about your summer break? Think about joining other Wikipedians and Wikimedians in Golden Bay / Mohua! Details are on the meetup page. There's heaps of interesting stuff to work on e.g. the oldest extant waka or New Zealand's oldest ongoing legal case. Or you may spend your time taking photos and then upload them.
Golden Bay is hard to get to and the airline flying into Tākaka uses small planes, so we are holding some seats from and to Wellington and we are offering attendees a $200 travel subsidy to help with costs.
