I declined to delete the article, as it appears that he might be notable. But you will have to compete it quickly, for there are sourcing problems
  1. is the entire article dependent on the Guardian article? It would really be necessary for this sort of article to show wide-spread media coverage, and 1 or 2 more articles from national new sources are needed. A reference t the official inquiry would also help.
  2. You probably need to source each individual paragraph.
  3. There may be excessive detail--and make sure you dont follow the wording or arrangement of the news story.
  4. Start off with some background; end by giving the present state of the case.

Be aware that there is considerable resistance from many WPedians to articles on individual police events unless it can be shown that there is considerable continuing public interest.
