The coverage (references, external links, etc.) does not seem sufficient to justify this article passing

Wikipedia:Notability (companies) requirement. A member of US diplomatic service, he has not held a rank of ambassador, just some mid-tier bureaucratic posts which do not seem to confer auto-notability. I don't see any references (articles about a subject) that would allow to expand the article. This is just an a person doing his job, not encyclopedic.
