There is a rule in Russian wikipedia, which is a Russian racist thing, that implies that Ukraine is not a country, but just a part of Russia - it shows that it is correct to say not "in Ukraine" but "on Ukraine". It's difficult to say whether such a point is some sort of ideology (although I would say that the term "racism" is here rather carelessly used) or just some peculiarity of grammar. I do know that in the German language, when you go to a country, you go "nach" most countries--nach Deutschland (Germany), nach Frankreich (France). But there are a few countries--their names are grammatically feminine, and you do use the article "die" before them--when you go to those countries, you go "in" those countries--in die Schweiz (Switzerland), in die Turkei (Turkey).
