Suspected sockpuppets

Both users have persistently copy/pasted verbatim text in a revert war. This text appears to be copyrighted material.   • Two IPs that geolocate within a few miles of each other, with the same carrier. The behavior certainly makes me think (strongly) that this is the same person. The problem is, the last 71 edit was 16 November, and 63 didn't start until 18 November. So, it could just simply be somebody's whose residential IP got reassigned. I'm not convinced that's the situation, since 71's editing history is steady on hurricane-related topics from 1 September to 16 November, but it's not unreasonable. Maybe the carrier gives out 90 day IP leases? Bottom line, edit-warring, for sure, but not a lot to hang a sock on. I'm going to semi-protect 1938 New England hurricane and close this.
