Biography

Born in the

Haifa Port and as a construction worker in Jerusalem
, where he was one of the founders of the Jerusalem Workers' Council.

In 1925 he became a member of the actions committee of the

formed a new government in December 1964, Govrin became the country's first Minister of Tourism.

Although he retained his seat in the 1965 elections, he was left out of the new cabinet. He lost his seat in the 1969 elections.
