I haven't really seen a common standard on Wikipedia regarding those names. I personally felt the place name afterwards sounds better in the context of an embassy/consulate attack. Thus for instance an article I created recently is

1973 Algerian consulate bombing in Marseille which follows this format. Some others that already existed without any input from me include 1980 Turkish Consulate attack in Lyon, 1981 Turkish consulate attack in Paris, 2013 United States embassy bombing in Ankara. Based on these I also recently named these articles created by me in this format too: 1991 United States embassy sniper attack in Bonn and 2018 United States embassy attack in Podgorica

From these I would support this article in question to follow the same format too, thus becoming
