WP:PRIMARYTOPIC. But given a choice between Bust of Abraham Lincoln (U.S. Capitol) for all the versions or Bust of Abraham Lincoln (Borglum) for all the versions, it's clear that the second is less open to misinterpretation. I think the title and scope should remain as they are, Bust of Abraham Lincoln (White House) and Bust of Abraham Lincoln (U.S Capitol) should be redirects, and the Commons link should be to this category.
