Jews considered religious or national minority in Russia?

I've read that Jews have traditionally been considered a national rather than religious minority in Russia, thus the wording of the first sentence would seem to be slightly misleading: "…emigration, especially of refuseniks, Jews, and other religious minorities." (in terms of the word "other")

Contradictory sentence

I find this sentence, in the section pertaining to effects of J-V, to be rather odd: "The number of exit visas declined after the passing of the amendment, as the USSR felt the external pressure was harming its credibility." If the Soviet Union felt that the pressure was "harming its credibility," then it makes no sense that their response to the amendment was to deny exit visas increasingly.

So there are two outcomes possible:

1) The Soviets increased the number of exit visas because their credibility was being harmed internationally (due to the J-V amendment, among other things). 2) The Soviets decreased the number of exit visas despite the fact that their credibility was being harmed internationally.
