Oppose: "Bishop of X" is a specific title, so the upper case "B" seems appropriate even in the disambiguated version of the title which is used as the article title. I note that there are 9 articles with titles "Anglican Bishop of ..." and none with "Anglican bishop of ..." (and vast numbers of redirects from both, mostly to the dioces concerned). • Support. The rules given in
  MOS:JOBTITLES are nonsensical. But the examples provide clearer guidance. All twelve show the job title lower cased. Here is CMOS: "In formal prose and other generic text (as opposed to promotional or ceremonial contexts or a heading), titles are normally lowercased when following a name or used in place of a name."
