Origin of award name

Seiun and Hugo
I cannot grasp why Hugo and Seiun aren't equivalents. Any writer can win a Hugo, irrespective of his country of origin, as long as his book is originally written in English or translated into English. Isn't the same true of Seiun, where writers are eligible as long as their work is available in Japanese? Several non-Japanese have won a Seiun award.

Use of background color in tables
I think the current use of color in tables is hard to read. Most probably the current scheme is intended for a browser with dark-color desktop theme, while I'm using light-color theme with black text fonts.
MOS:COLOR
writes: "do not use colored text or background unless its status is also indicated using another method".
