Tu-22M and the SALT agreements

The article states:

In the 1970s, Tupolev concentrated its efforts on improving the performance of the Tu-22M bombers, whose variants included maritime versions. It is the presence of these bombers in quantity that brought about the SALT I and SALT II treaties.

Is this true that these were a reason for

As I don't read Russian, it's not much use to me directly unfortunately, but perhaps someone else can help out here. I might post a comment at the SALT talk page as well. Thanks for your help -
