"Leaders"

I've restored the Party Secretaries, and here's why: as is typical with other sub-national Yugoslav and Soviet templates, we have one box for PMs, and another for "leaders". Of course the latter term is unscientific, and in the Bosnian SRY the de jure head of state was the President of the Presidency, but de facto power lay with the Party Secretary, and a sort of consensus dictates that it's more important to inform readers (at a glance) who was really in charge, than who was theoretically heading the republic. However, separate Party Secretary templates do exist for Serbia and Montenegro, so this could be created for Bosnia if deemed necessary. Biruitorul 06:06, 17 July 2007 (UTC)[reply]
