It appears from the lead of this article that his main claim to notability is as President of the "Republic of Vietnam" -- which is a redirect to "South Vietnam", an article that doesn't appear to describe any later government in exile. If this government in exile is notable (as defined by Wikipedia), better create an article about it before attempting to create articles about its presidents or "imperial dukes". (Incidentally, how is the "Republic of Vietnam" an empire; and if it isn't, then which empire is it of which this man is a duke?)
