10,875 page views for the article vs 245 views on the portal show the readers prefer the article on this island. The Philippines is divided into subnational units of course but none of the extreme travel clubs recognize these units as very significant (unlike federation countries where the units used to be self governing or at least separate colonies). There are 81 Provinces of the Philippines and they sure do not all need a portal any more than the provinces of Indonesia did. We deleted those already.   • Comment. As noted previously passim, page views are not a rationale for deletion. This is a region of 1.3 million population which is a first level subdivision. What have "extreme travel clubs" to do with the issue? There seems a reasonable amount of content in the category. On the other hand, there are only 2 selected articles, 2 bios and 2 images, so further expansion is urgently needed. Espresso Addict (talk) 04:13, 20 April 2019 (UTC)[reply]
Not all first level country subdivision are created equal. MTP and the Traveller's Century Club and one other are the places where a community of people got together and decided what were unique places from each other. The people who made those lists, and I, don't see the political divisions of the Philippines as so significant they need exploring in one by one.
On Wikipedia a similar assessment has been made. The Philippines article does not mention the provinces in the lead or the infobox. Compare to say Canada (provinces mentioned in second sentence), United States (states mentioned in the first sentence) and other federations where the subdivisions are defining parts of the country character. This is because they are way less important.
15 headings down at Philippines#Administrative_divisions we learn the country is formed from 3 island groups and "These are further divided into 17 regions, 81 provinces, 145 cities, 1,489 municipalities, and 42,036 barangays."
