What program was used to make this logo?

I checked it out as a .txt file and it looks pretty concise, even more so than any simple shapes I've been able to slap together in an SVG editer.

Whoops, just took a closer look and turns out it was made in Inkscape. But how does it pack the code in so concisely like that, and which parts of the .txt file correspond to what parts of the image?
