Pandey (पाण्डेय) surname is from the Sanskrit: Pandit which means a learned person or a scholar who is able to feel the Truth, Knowledge of God according to the Hindu Philosophy. They are Brahmins, mainly residing at different north Indian states including Uttar Pradesh, India , Rajasthan, Uttarakhand, Bihar, Maharashtra, Delhi, Madhya Pradesh, also in Nepal.

They used to have the knowledge of all four Vedas, Puranas, and Upnishads.

With urban migration, now you can find people with the name in other parts of India as well.
