Explanation: as you can see from the preceding [parenthetical] presentation of the "before" and "after" versions, the verb [to] "measure" is preceded by the word "can" ['!']; so it should be an 'infinitive' verb form, not a past tense -- nor a past participle -- verb form. Now there is one less "picayune nitpick" to fix.

Before this change, those beginning words were followed by [only] the word "activities", so the reader might not see why having -- (or not having) -- a warrant, might be important. Changing the ending to instead say espionage [or even 'sabotage']" activities helps to clarify why the "activities" being conducted might require a warrant.
