Historian and author Mark Van De Logt of the book 'War party in Blue' is featured in an article which illustrates that Mad Bear is the correct recipient of the award. Van De Logt explains that Major Frank North also intended for 'traveling bear' to be another recipient for a separate incident, but a 'medal of honor' was never given to 'traveling bear'.[1] Scroll down to the question regarding 'mad bears' medal of honor.
