Before inserting this apparently irrelevant information and aside to this biography, please explain with citations to Goodenough biography sources why it matters what government existed in 1922, not in general, but to this person's biography. In what significant and sourced way was his life effected by a remote government, he apparently lived little under. It seems little different then in the next paragraph inserting "(then under the administration of
