2002-2018 update: speeds have gone down, delays have gone up

The Wikipedia article cuts off at 2012 and misinforms the reader "this trend towards slower traffic movement has ceased and traffic speeds have remained more stable". This is not the case. Speeds are going down year-over-year and delays are going up. Except for 2003-2006 and 2012, congestion has gone up year-over-year since the introduction of the congestion charge. Operations and Technology
