Removal of potential copyright text. Notability concerns

I have removed text which was either a direct copy or a close paraphrase of the text in a letter published on a website which has a clear copyright notice on its home page. The letter, being from a government office, might be in the public domain but unless that is explicit, it is safer to treat it as copyright material.

I also have concerns as to whether this institution meets Wikipedia's

Hi CharlieDelta, thanks for your help. As regards to the notability did share your concern (however, I believe this is one of the examples where institutions and people are deemed as "non-existent" if immediate hits are not returned from a standard Internet search engine...I tried out "Google Books" and found 11,500 hits from a search entered in brackets). I see that most publications are from the 1950-1970es, but I will make some more research and edit the article. I have come across a couple of (elder) names in the music industry who have made references to the "Chicago Conservatory College" as "the oldest in the US", hence my interest in a Wiki article.
