COVID-19 pandemic in 2023

As it seems unlikely there'll be as many UK events to add as in previous years I'm proposing to have one article for the whole year this time. Also I don't plan to create any subnational articles for 2023 (again because it's unlikely we'll have the content to fill them). There'll still be some events to cover though, such as the UK restrictions on China, the public inquiry into the pandemic, and the ONS statistics of the number of cases.
