The criteria for Articles for Creation approval is that the article is likley to not be deleted if sent to Articles for Deletion. At AFD,

the before tests
give several instructions to carry out before nominating for deletion. One point is pertinent here - If the article can be fixed through normal editing, then it is not a candidate for AfD.

Therefore, if articles that have problems that can be fixed with editing are unlikley to be deleted, then they should be accepted into mainspace, where editors can fix the problems.

Articles at AFC should thus only be declined where problems can't be fixed through normal editing. In practice, this problem is notability.
