If you would like to categorize all villages articles under their respective district. Simply add the district category. But these show up as red links. You will have create the category by clicking the red link and adding "Category:Villages in Tamil Nadu" to the text. This will make that category parent for all the district level categories.

It is likely that their topics are not notable, but even if they are, I’m afraid you can’t just copy pages from other websites into Wikipedia.
