- so basically the CAC seems to be the executive arm of the leading group - by default. the leading group is just a bunch of party dudes. the CAC is a whole bureaucracy that is connected directly to that leading group. the article should indeed make this clear. day 19:59, 30 November 2015 (UTC)]

The article has been steadily edited over the past few years to clarify and make more accurate the fact that the state CAC is under the party administration of the Central Cyberspace Affairs Commission to reflect the One institution with two names system.
