The article says Australia has a voluntary immunisation program for cattle.

There was a scheme to enrol cattle in 2001 to help in the development of such a vaccine. But as far as I can ascertain the project has stopped. There are a few other projects underway to reduce methane, but none has got to the field trial stage.
