I presume that "Ilia" and "Ilya" are different ways of transliterating the same (originally Russian) name. I wrote an article on

No need to delete, it should be merged and then made a redirect. I'll do that now. (Agree with your analysis of Ilia vs. Ilya -- normally I'd go with what FIDE uses, but it seems Ilya Smirin is more common in the English speaking world.
