Cuba, officially the Republic of Cuba, is an island country, comprising the island of Cuba, Isla de la Juventud, archipelagos, 4,195 islands and cays surrounding the main island. Cuba is located where the northern Caribbean Sea, Gulf of Mexico, and Atlantic Ocean meet. Cuba is located east of the Yucatán Peninsula (Mexico), south of both the American state of Florida and the Bahamas, west of Hispaniola (Haiti/Dominican Republic), and north of Jamaica and the Cayman Islands. Havana is the largest city and capital. Cuba is the third-most populous country in the Caribbean after Haiti and the Dominican Republic, with about 11 million inhabitants.

Cuba is one of a few extant

authoritarian regime where political opposition is not permitted. Censorship is extensive and independent journalism is repressed; Reporters Without Borders has characterized Cuba as one of the worst countries for press freedom. Culturally, Cuba is considered part of Latin America. It is a multiethnic country whose people, culture and customs derive from diverse origins, including the Taíno Ciboney peoples, the long period of Spanish colonialism, the introduction of enslaved Africans and a close relationship with the Soviet Union during the Cold War. In Cienfuegos, a non-profit group is teaching art to people with disabilities in Cuba.
There are around 447,600 people with disability in Cuba. A large number of people with disabilities in Cuba have an intellectual disability and about 3.2 percent have a severe disability. The government of Cuba has a medical model of disability in its approach to policies on people with disabilities. Another unique challenge that people with disabilities in the country face is due to the economic embargo of Cuba which has caused shortages in medical materials and assistive technology. The Constitution of Cuba has provisions for protecting the rights of people with disabilities and the country signed onto the Convention on the Rights of Persons with Disabilities in 2007. The Cuban government stated that the driver had lost control of the vehicle and collided with a tree, while Payá's children and one of the car's passengers asserted that the car had been deliberately run off of the road.
